Overview

Navigate to Student Data > Programs > Language Assessment


The page allows Texas schools to maintain information about a student's language assessment program participation, authorization and needs, including testing dates, Home Language Survey, and At Risk indicators. 


The page has four tabs:

  • General - General information about program participation
  • State Test - Testing records for determining the student's language status and needs
  • Waivers - Date and status records for program participation waivers
  • Dual Language Immersion - Information about the student's participation in an immersion program



NOTE: Program participation can be maintained on this page or from Special Programs. However, authorization (i.e., Parental Permission) can only be maintained from this page or Authorizations.

Configuration

  • On Course History Institutions, ensure all campuses where students have received Bil/ESL services have been added.
  • On Testing Control Table, ensure all State Test ID's and parts have been added.
  • On Update Code Table, ensure the following codes are set up correctly:
    • Disadvantage Status (PGM.DS)
    • Setting (PGM.IS)
    • Outcome (PGM.OP)
    • Current Language Designation (LAC.LD) (e.g., Beginner, Intermediate, Advanced)
    • English Class Eligibility (LAC.ECE)
    • English Learner Services Received (LAC.SR)
    • R-FEP Code (LAC.RC1)
    • Long-Term English Designation (LAC.LT)



General Tab

The following data is maintained on the Demographics page but can be updated from this page:



  • Home Language (STU.CL) - The language spoken in the student's home most of the time, as determined by the Home Language Survey (E0895) (C092).
  • Student Language (STU.HL) - The language spoken by the student most of the time, as determined by the student's Home Language Survey (E1590) (C092).
  • Emergent Bilingual (STU.LF) - Indicates that the student has been identified as an emergent bilingual (EB) student by the Language Proficiency Assessment Committee (LPAC), or English proficient (E0790) (C061).
  • US School < 3 Years (STU.SUS) - Indicates whether or not the student has been enrolled in US schools fewer than three years. The field is manually set. This field is required for students born outside the US, and is only displayed on the Demographics page if Birth Country is not US or PR (E0797) (C088).


Under BIL/ESL Placement Authorization:


This information may be entered by parents/guardians during the online enrollment/data confirmation process or staff can view and maintain the information on Student Data > Other > Authorizations page or on this Language Assessments page.



  1. Click Add New Record to add a record, or click the Edit icon to update an existing record.
    • Date (AUT.DT) - The date on which the authorization was presented for Bil/ESL program placement.
    • Type (AUT.TY) - In this section, the Type is always 4-BIL/ESL Placement and cannot be changed. The field is set on the Authorizations page.
    • Status Date (AUT.SDT) - The date that corresponds to the Status field (not used).
    • End Date(AUT.EED) - The date on which the student's Bil/ESL program authorization ended or will end. 
      • If a Display after... date is entered on the Parent Data Changing > Authorizations tab for parents to renew an authorization, the End Date will be populated when the parent completes the Data Confirmation process. The End Date will be the record close-out date, one day before the date in the Parent Data Changing > Authorizations tab. 
      • Additionally, an End Date may be entered to close out authorization records during the New Year Rollover process using the Close out open Authorizations (AUT) option.
    • Status (AUT.ST) - Currently disabled and not used.
    • Code (AUT.CD) - Displays Parental Permission codes that correspond to PEIMS/TSDS Code Table C093 (E0896).
    • Source (AUT.SRC) - The email address of the parent/guardian who completed the online Data Confirmation process for the student.  Otherwise, not required.
    • Comments (AUT.CO) - Add any additional comments about this record.

  2. Click Save to save the new record, or click the Save icon to save changes to an existing record.
  3. To copy the record from one student to another, select Copy, then click the copy icon at the bottom of the column.
    • A message is displayed notifying you that the record is saved.
    • Retrieve the student you want to copy the record to. 
    • In the Copy column for the new student, click the paste icon at the bottom of the column. 

Under BIL/ESL Programs - Current Programs:


  1. Click Add to add a record, or click the Edit icon to update an existing record.
    • Program Code (PGM.CD) - The code indicating the Bilingual or ESL program the student is participating in.
    • Yrs in Prgm (PGM.YP) - Not currently required in Texas.
    • Hours (PGM.HR) - Not currently required in Texas. 
    • Funding Type (PGM.FT) - The language program the student is participating in (E1651) (C225).
    • Parental Permission - Entered under BIL/ESL Placement Authorization or the Authorizations page (E0896)(C093).
    • Alt Lang Prgm (PGM.ALP) - The type of TEA-approved alternative language program the student is participating in (E1642)(C221).
    • Prior Year Bilingual/ESL Summer (PGM.PYB) - Whether or not the student participated in the 2020-2021 Bilingual/ESL Summer School program as described in TEC §29.060 and 19 TAC §89.1250 by completing the supplemental program throughout the 2021-2022 school year. (E1708) (C088).
    • Start Date (PGM.PSD) The date on which the student started participating in the Bil/ESL program (E1429).
    • End Date (PGM.PED) -The date on which the student stopped participating in the Bil/ESL program (E1430). 
    • Services Received (PGS.SR) - Indicates if the student is receiving dyslexia service (E1650) (C224).
    • Status (PGM.ST) - Whether or not the student is eligible to receive the service. Not currently required in Texas. 
    • Enter Grade (PGM.EG) - The student's grade level when participation started. Not currently required in Texas. 
    • Setting (PGM.IS) - A locally-assigned code indicating the setting where the student receives the Bil/ESL service. Not currently required in Texas. 
    • Exit Reason (PGM.ER) - The reason the student stopped participating (E1431). Not currently required in Texas. 
    • Outcome (PGM.OP) - A locally-assigned code indicating the student's outcome from participating in the program. Not currently required in Texas.
    • Training Type (PGM.TT) - Not currently used in Texas.
    • Disadvantaged Status (PGM.DS) - A locally-assigned code indicating the student's disadvantage status. Not currently required in Texas. 
    • Auth Release Info (PGM.ARI) - Not currently required in Texas. 
    • School (PGM.SCL) -The code and name of the campus where the student participated in the Bil/ESL program. Not currently required in Texas. 
      • To search for a campus, click in the field. The campus must exist on the Course History Institutions page.
    • Comment (PGM.CO) - Any additional comments for the record. Not currently required in Texas. 
  2. Click Save to save the new record, or click the Save icon to save changes to an existing record.


Under BIL/ESL Programs - Program History, the student's prior participation records and At Risk status are displayed.



  • Click the Edit icon to update an existing record. The fields correspond to the Current Programs fields.

    • At Risk Status indicates if the student is currently considered At Risk and whether the setting was manually set from the Student At-Risk Indicators page.
    • Under At Risk Indicators, any indicators related to Bil/ESL status are displayed, as set from the Student At-Risk Indicatorspage.
      • To see all indicators, including those not associated with Bil/ESL status, select View All Indicators. Clear the View All Indicators check box to see only indicators related to Bil/ESL.
      • Click the Edit icon to edit an existing indicator. See At-Risk Indicators
      • Click Add New Record to add an At Risk indicator. See At-Risk Indicators.

Under Home Language Survey:

  • Click Add New Record to add a record, or click Change to update an existing record.
    • First (LAC.L1) - The student's first language.
    • at Home (LAC.L3)-The primary language spoken at the student's home, as indicated on the Home Language Survey. 
    • Primary (LAC.L2) - The student's primary language, as indicated on the Home Language Survey.
    • by Adults (LAC.L4) - The primary language spoken by the adults in the home.
    • Survey Completed Date (LAC.HLD) - The date on which the Home Language Survey was completed. This can be auto-populated if a student is imported via the Online Enrollment import process and it is based on the date the Online Enrollment record was completed.
    • Source (LAC.SRC) - Indicates the survey completion method. An OE code will populate if the record was created via the Online Enrollment import process.


Students who were imported through Online Enrollment, the language fields will have a digital signature display.


The digital signature will become invalid if any of the fields are modified and saved. An alert message will display once if any one of the fields under Home Language Survey are modified and a digital signature exists, otherwise, no alerts will be displayed when entering or changing data anywhere on the Language Assessment page.


When performing data changes to the Home Language field with a digital signature, the following behaviors occur: 

  • When Survey Date Completed is modified, the Source will clear out if the previous and current Survey values are the same. 
  • When Source is modified, the Survey Date Completed will clear out if the previous and current Survey Date Completed values are the same.
  • After a field is modified, the first warning message displayed and if it is accepted by clicking Yes, the Survey Completed Date and the Source fields will clear out.


  • When attempting to save the changes by clicking on the main Save button of the Language Assessment page, a second warning message appears reminding the user that saving the changes will invalidate the digital signature. Clicking on No allows the user to cancel the process and will revert the Home Language Survey data to it's original results.




Under Important Dates:

  • Click Add New Record to add a record, or click Change to update an existing record.
    • US Entry (LAC.USE) - The date the student arrived in the United States.
    • US School Age 3 & Up (LAC.US3) - The date of the student's first entry into a US school for Title III Immigrant  students and students receiving Special Education services who are at least 3 years old. 
    • US School K-12 (LAC.USS) - The date the student first enrolled in a K-12 public or private school in the United States and Puerto Rico, including any home schooling in grades K-12.
    • TX School (LAC.STS) - The date the student entered a Texas school.
    • District Entry (STU.DD) - Displays the date entered in Dist Enter Dt on Demographics.
    • School Entry (STU.ED) - Displays the date entered in Schl Enter Dt on Demographics.

Under English Learner Program:

  • Click Add New Record to add a record, or click Change to update an existing record.
    • EL Start/End Date (LAC.SD/LAC.ED) - The starting and ending dates for the student's in the English Learner program.
    • Yrs in Prgm (LAC.YP) - The number of years the student has participated in the English Learner program. The number is automatically calculated when you click the Calculator icon.
    • YPCalc Date (LAC.DC) - The date on which the Yrs in Prgm field was last calculated.
    • Curr Lang Des (LAC.LD) - The locally-designated level of the student’s current status in the English Learner program.
    • Lang of Inst (LAC.LI) -  The language used when instructing this student.
    • Eng Class Elig(LAC.ECE) - The locally-designated status of the student's eligibility for a mainstream environment.
    • Srvcs Rcvd (LAC.SR) - The locally-designated service received by the student.
    • SIFE (LAC.IFE) - Indicates whether the student is designated as "Students with Interrupted/Inconsistent Formal Education."

The Reclassification Information fields are not currently required for Texas.

  • Click Add New Record to add a record, or click Change to update an existing record.
    • Reasonable Fluency Dt (LAC.RFD) - The date on which the student is designated to be reasonably fluent in English.
    • Redesignation Dt (LAC.RD1) - The date on which the student was designated Reclassified Fluent English Proficient (R-FEP) according to test results.
    • Code (LAC.RC1) - The local code assigned to a student who is designated R-FEP.
    • Follow-Up Dates/Codes (LAC.RD2-LAC.RD7/LAC.RC2-LAC.RC7) - The date and code for each date the student was evaluated for redesignation. 

Under Other Information:

  • Click Add New Record to add a record, or click Change to update an existing record.
    • Birth City/State/Country (STU.BCY/STU.BST/STU.BCU) - Displays the locations entered in the corresponding fields on Demographics.
    • LTEL (LAC.LT) - The locally-assigned code indicating whether the student is a Long Term English Learner.
    • Years EL (LAC.YEL) - The number of years the student has been an English Learner in a US school. 
    • Yrs in US Schls (LAC.YUS) - The number of years the student has been enrolled in a US school.  
    • IFEP Date (LAC.IFD) - The date on which the student was determined to be IFEP (Initial Fluent English Proficient).
    • User Codes (LAC.U1-U5) - Five customized field names that are defined on the Define Custom Captions page for district-level use. The default names are User 1 - User 5.
    • Eng Lang Prof (LAC.ELP) - Indicates whether the student is currently considered proficient in the English language.
    • Comments (LAC.CO) - Any additional comments for the record. 
    • Tests - Not currently required for Texas.


State Test Tab

The State Test tab allows you to maintain testing information related to a students participation in a language program. The data is stored in the Test Scores (TST) table.


Waivers Tab

The Waivers tab displays data for any waivers (AUT.TY = 3) entered on the Authorizations page. The data can be updated from this page. 



  1. Click Add New Recordto add a record, or click the Edit icon to update an existing record.
    • Request Date (AUT.DT) - The date on which the waiver was requested.
    • Status Date (AUT.SDT) - The date on which the Status was determined.
    • Status (AUT.ST) - Whether the waiver was allowed or denied. 
    • Comment (AUT.CO) - Any additional comments for the record.

Dual Language Immersion Tab

Information about the student's participation in an immersion program. Not required for Texas.
