On Student Demographics, the Birth State is not listed for a country.  

Additional Birth States cannot be added via the Update Code Table. Birth States on the Demographics Student Data 1 tab are hard-coded for CALPADS reporting purposes. CALPADS only requires Birth States/Provinces for the U.S., Mexico, and Canada. For all other countries, the Birth State field is left blank.
