RSTR-1 – Instances of Restraint or Seclusion


Instances of Restraint or Seclusion – a count of the number of  incidents of mechanical restraint, physical restraint or seclusion for students in grades K - 12 during the reporting year. This is a count of instances, not a count of students.

  • Count incidents of mechanical restraint, physical restraint and seclusion against students in grades K - 12 during the reporting year. 
  • The Behavioral Emergency Codes (BER.CD) are those defined on the Codes tab for Mechanical Restraint, Physical Restraint, and Seclusion.
  • Enrollment (ENR) records will be used to determine which school the student was enrolled in on the date of the occurrence (BER.DT). The Enrollment Reporting School (ENR.HS) value will be used as the CRDC Reporting School when it is not blank.

Students subjected to mechanical restraint  – a count of non-IDEA students that were subjected to mechanical restraint.

  • Only include Non-IDEA students. This includes students without disabilities, 504 students,  and students with disabilities who are not served under the Individuals with Disabilities Education Act. 
  • The Behavioral Emergency Code (BER.CD) are those defined on the Codes tab for Mechanical Restraint.
  • Enrollment (ENR) records will be used to determine which school the student was enrolled in on the date of the occurrence (BER.DT). The Enrollment Reporting School (ENR.HS) value will be used as the CRDC Reporting School when it is not blank.
