This error occurs because an invalid SEID was populated in the Staff (STF) table.

SEID must be a valid SEID in the CCTC file or SEID may equal 9999999999.

Resolution:

The SEID populated on a Staff record in the State ID field is most likely incorrect. Contact the county or the Commission on Teacher Credentialing - CTC to obtain/verify the SEID and and update the staff record in Aeries.
