Issue: The additional tabs on the 504 Plan Page are not showing up for users, they are only seeing the Plan Details tab.

Cause: The additional tabs only appear after an entry of at least an Effective Date has been saved on the Plan Details tab.

Resolution: Save at least the Effective Date on the Plan Details tab so the remaining tabs will be available
