This error occurs because either the SCSE file was posted prior to submitting the CRSE file or teacher records exist with missing Staff IDs (TCH.ID) or SEIDs (STF.

Resolution:

Confirm that each teacher in the Teacher table (TCH) has a Staff ID.  The following query can be run at each school site:

LIST TCH TE ID IF ID = " "

Confirm each teacher who taught on Information Day is populated with a SEID.  The following query can be run at the district level:

LIST STF LN FN SID IF TG # I AND SID = " "
