The following are the minimum settings for allowing Teachers to print Transcripts.  In Portal Options, navigate to the Grades tab.  Select the checkbox to Allow Teachers to print HIS Transcripts.

Set Security to Read for STU, HIS and Transcript Report Printing.

This will enable the Print button for the Teachers on the Transcript page.
