This error occurs because students in Transitional Kindergarten through Grade 3 have been suspended with Ed Code 48900(k) - Disruptive Defiance.

Resolution:

Students in Transitional Kindergarten through Grade 3 should not be suspended for disruption or defiance.  Change the Student Offense Code or Incident Disciplinary Action Taken Code, if appropriate.
