This error occurs because a student, not born in the United States of America or Puerto Rico, has been enrolled in a US school less than three cumulative years and the SNOR US School (SSD.SUS) field is blank in Aeries.

Resolution: 

Populate the SNOR US School < 3 Yrs (SSD.SUS) field.  This field is populated manually.  The following query may be helpful in identifying the students who may qualify or need to have the code updated:

LIST STU SSD STU.NM STU.BCY STU.BST STU.BCU STU.LF SSD.SUS IF STU.BCU # US AND STU.BCU # PR
