This error occurs because a special needs student is attending a non-public school and the school code is missing.

Resolution: 

Populate the NPS School Code field (CSE.SS) located on the Special Education form with the NPS school code that the student is attending.  This field is also stored in the Attendance (ATT) and Enrollment History (ENR) tables.
