This error occurs because the US School K-12 field, (LAC.USS) is blank in Language Assessment: Student Data/Programs/Language Assessment.

 

Resolution:

Students born outside the US and Puerto Rico must have the US School K-12 date populated in Language Assessment (LAC table).
