Is it possible to require teachers to only use Gradebook Templates when they are creating their Gradebooks?

Yes. To require teachers to use Gradebook Templates when creating their Gradebooks, enable the Require Teachers to use Templates when creating Gradebooks option in Portal Options, under the Gradebook tab.

This option is school based, meaning it must be enabled or disabled per school.
