The purpose of the Texas Special Education Language Acquisition (SELA) submission is to report language acquisition of each child age 8 and younger as of September 1 who is deaf and assessed with a particular tool.

SELA is only reported if a school has eligible students. The submission is not required if there are no eligible students.

Inclusion in the extract file is determined as follows:

CriteriaAeries Table and FieldNotes
AgeSTU.BD
Determines if the student is 8 or younger on September 1 of the current school year
DisabilityCSE.DI or CSE.D2 or CSE.D3 = 03 or 05
Special Education > Disabilities History - Primary Disability field

Determines if the student has values 02 or 06 according to the mapped state codes from TSDS Code Table DC142.

IMPORTANT:

The Primary Disability (CSE.DI), Secondary Disability (CSE.D2), and Tertiary Disability (CSE.D3) fields list values from the TSDS C053 table. These values must be mapped to valid DC142 values. Only those related to SELA (deaf-blind or auditory impairment) need to be added to Code Translations:

Texas State Reporting - Code Translations
Code Set: Special Ed Disability Types (CSE.D12)

  • C053-03 > DC142-06
  • C053-05 > DC142-02

If the student's CSE.D1, CSE.D2, or CSE.D3 is mapped to a valid DC142 value, the <Disability> element in the extract file will display the Code Translation from the DC142 table.

Special Education ParticipationCSE.ED and CSE.XD
Special Education page Enter and Exit dates fields
Determines if the student is active in special education on date of extract.
Special Ed Program at School
Special Ed Program at District

SPR.CD = 33
School Programs page, Program Type field
Determines that a special education program exists at the school and district. This must be entered for each applicable school; aggregated at district level.
