Overview

The TSDS Special Education Language Acquisition (SELA) Submission is one of the Core Collection Submissions required by the Texas Education Agency (TEA). LEAs must collect and report information about the language acquisition of children age 8 or younger who are deaf or hard of hearing, based on DISABILITY-TYPE codes 02-Deaf-Blindness (Deaf-Blind) or 06 - Deaf and Hard of Hearing.


SELA is only reported if a school has eligible students. The submission is not required if there are no eligible students.


Aeries provides tools to extract the appropriate data for the SELA Submission from the district's Student Information System (SIS) database. The extract programs create the files that can be submitted to TEA.

Interchanges (Field Mapping & Rules)

The following interchanges are included in the SELA Submission. Field mapping and rules for each interchanges are provided on these pages:

Inclusion in the extract file is determined as follows:

Determines if the student has values 02 or 06 according to the mapped state codes from TSDS Code Table DC142.
The Primary Disability (CSE.DI), Secondary Disability (CSE.DI2), and Tertiary Disability (CSE.DI3) fields list values from the TSDS C053 table. These values must be mapped to valid DC142 values. Only those related to SELA (deaf-blind or deaf hard of hearing) need to be added to Code Translations:

  • C053-03 > DC142-06
  • C053-05 > DC142-02


If the student's CSE.DI, CSE.DI2, or CSE.DI3 is mapped to a valid DC142 value, the <Disability> element in the extract file will display the Code Translation from the DC142 table.

Determines that a special education program exists at the school and district. This must be entered for each applicable school; aggregated at district level.
 

A Code Translation must be entered for Program Type (SPR.CD) for code 33.

The following permissions must be set in Security for users who will be managing TSDS submissions.

Additionally, users will need appropriate permission to view or update the individual tables that are used for maintaining data fields used in Texas State Reporting.


Configurations & Prior Steps

  • Any local codes used for SELA fields must be added from Update Code Table. The local codes will need to be translated to TSDS codes, described below.


Steps

Navigate to School Info > Imports and Exports > Texas State Reporting


Before creating extracts, verify the settings on the TSDS/PEIMS Options, Code Translations, and Schools tab:


TSDS/PEIMS Options Tab

Expand the TSDS/PEIMS Options tab to set various options before creating extracts. See Texas State Reporting - Options Tab.



Code Translations Tab

Expand the Code Translations tab to map certain custom/local codes to the required PEIMS/TSDS codes. See Texas State Reporting - Code Translations Tab.


For the SELA Submission, the following Code Set should be reviewed and updated if needed:

  • Language Fluency (STU.LF)
  • Program Type (SPR.CD)
  • Special Ed Disability Types - SELA Only (CSE.DI2)
  • Student Gender (STU.GN)
  • Student Race (STU.RC1)
  • Student Suffix (STU.SF)



WARNING: If the TSDS/PEIMS Description (right column) is left blank, the code will be extracted as blank. It is recommended that you do not click Add Local Codes unless all COD values will be translated. Clicking Add Local Codes is optional and is typically only needed if the district needs to translate many codes. When only translating a few codes, the rows can be added individually.


Schools Tab

Expand the Schools tab to select the schools to include when extracting data. See Texas State Reporting - Schools Tab.



SELA Tab

Expand the SELA tab to create the XML extract files for the SELA Submission.


 

  1. The files required for the SELA Submission are automatically selected. You can modify the selections.
  2. Click Create Selected SELA Files.

    Once created, the XML files are listed individually in the File Download section and can be downloaded individually by clicking the Download icon.



The default name for the individual files is District_Campus_Collection_TimeStamp_Interchange.xml, where:

  • District is the six-digit county-district number
  • Campus is the three-digit campus ID (or 000 if district wide)
  • Collection is the nine-character collection (ending school year & submission)
  • TimeStamp is the 12-digit date-time-stamp when the interchange was created (YYYYMMDDHHMM)
  • Interchange is the name of the interchange created
